Choosing "Recruiters Only" or "All LinkedIn members" doesn't matter because both options allow recruiters to see it on their Recruiter Dashboard.
After they add filters and keywords this is the first thing that they will see is “Open to work,” these are people they often reach as first people. So when someone advises you not to expose yourself while actively searching for a new job, even if you haven't selected the "Recruiters only" option, you're already losing ground against other candidates.
